Just a thought: if they banned every single account worldwide that posted about Q at once, it would have revealed the size of the movement. I imagine that can be reflected in a change to the active user reports unless they can manipulate it. The headlines would not fit the narrative (a relatively small group of conspiracy theorist) if twitter is showing a massive amount of people being banned for posting about Q<-

If they ban in “small waves” it also gives a chance for those users to rejoin before the next wave
