I think there is a more virulent form of a virus ready to be deployed.
That's the reason for no rallies. IMO.
Mandatory masks may be a proactive measure for governors with large urban areas, and/or battleground states. Those areas may be the intended target.
I think having the CDC out of the reporting loop may be a way to ensure early recognition of trends.
They don't want Trump campaigning. They have to keep him busy cleaning up messes. The strategy is to accuse him of campaigning rather than overseeing the interests of the country.
