In 2016, we essentially caught them flat-footed, so they didn't have their counter measures set up.

Agreed. One thing I'm finding is that libs in 2020 are REALLY difficult to convince. The crimes against children angle will have to be bolstered with actual verifiable evidence that even our dimmest of citizens will be convinced.
