Why do we never actually have any declass? Why do we always just have people talking about impending declass?

It is beyond frustrating and has worn me down. Now when I hear something is going to drop to help us or shock people. I just kind of sigh and know nothing really is going to be released.

Its a state of mind now to expect nothing.
