Long ago, maybe pre-2004, they probably started being able to blackmail EVERYONE. If someone doesn't comply, blackmail with fake picture or more recently video. The people wouldn't care if it was fake. They control the narrative.

Any member of our elected government can be blackmailed. When could they fake a picture? How about video? Who controls narrative The public isn't smart enough to identify a fake. Anyone who steps out of line gets first threatened with the blackmail. If they still don't listen, hire a porn actress to "go to the news with her story", anyone not following orders would probably cave at that point.
