It seems like "map" means "symbolism".

Hypothesis 3:

The symbolism is a map to the sins, crimes...etc. So you follow the symbols and catch the criminals.

Hypothesis 4:

They can't communicate without symbolism. Without encrypted multicast comms, they have to communicate individual to individual. Individual to individual can be traced.
