It is true that patents can be shelved for national security reasons. However, no one but the inventor, their patent attorney, and the patent office would know that their patent is under a national security order.
So how did you come up with the number 5,000? What privileged information do you have that nobody else has, and how did you get it? How are we to know if your number is credible, since there is no way to check?
