"Q" is a tier of clearance to intelligence related material above Top Secret. From that was born Q tier intelligence specific groups dedicated to various activities.

I do not know (doubtful though) if it is the highest level of clearance but certainly is high none the less as Q connected intelligence have been connected to many projects from the past such as the SR71 and so on. Therefore it is logical to conclude that it is connected directly to the Pentagon but houses a varied selection of current/former agency, military, legal, foreign relations, and political types.

MZ made two major blunders yesterday under questioning (have not watched the hearing from today yet):

1) He admitted that the Terms of Service would be both confusing to some and also that he believed few read it due to the length.

2) He admitted "mistakes were made".

Sidenote: It was also brought up that once the information is given to the requesting entity that information is no longer under the control of FB.

Therefore one can easily make the argument that they both could not understand the terms due to deceptive practices and also that they never agreed to a third party maintaining and selling their personal data all of which came from FB. The case is strong.
