I'm beginning to think watch the water means pay attention to naval geopolitical strategy. The US navy is what makes world free trade possible, and without the gigantic american navy keeping the oceans open it'll be back to this in fairly short order.
Not technologically speaking - from the standpoint of that up until the end of world war 2 when you wanted resources for your country you sent your navy and went and took them.

Yeah they're basically brushing off the old soviet cold war strategy of drumming up a regional alliance to keep the chinese hemmed in. Of course, the chinese have made it real easy for all their neighbors to hate them so it's not that hard to do, either.
Nutshell: Subsidize the alliance so all your regional allies fight your enemy for you, and just slowly choke them to death. The regime will eventually suffer internal collapse.
