October 13, 1978: The Carter admin created the Senior Executive Service (SES), Title IV in the Civil Rights Reform Act, reforming the federal civil service purportedly due to Watergate. It disbanded the U.S. Civil Service Commission, assigning its services to four new agencies: the Office of Personnel Management (OPM), the Merit Systems Protection Board (MSPB), the Federal Labor Relations Authority (FLRA) and the Senior Executive Service (SES). An ambiguous and not well known program, it enables and covers for Deep State and contractor racketeering, theft, obstruction of justice, conspiracy, fraud, treason and sedition by keeping the list of those involved and their salaries secret.In the last paragraph of its APPENDIX NO. 2 "Plum Book" policy published by House and Senate Committees, its personnel CANNOT BE HIRED OR FIRED BY THE PRESIDENTsomething Trump is presently encountering.The UK's CERCO is an arm of this program, having controlled the U.S. patent office since 2006 (to steal technology to be weaponized, their old method begun with Tesla's Wireless) because it is the SES that awards it the contracts. Serco has been awarded contracts to work in all levels of government in the U.S. and it is also international. In essence, Britain has gained control of the U.S. governmentit IS the Deep State, and all those in Deep State, effectively work for Britain.

November 7, 1979:San Francisco Mayor Dianne G.B. Feinstein tried to create an SES for her city, hiring Touche & Ross LLP (now Delloitte & Touche) to lobby for it.Touche & Ross LLP were being paid by the federal Office of Personnel Management (OPM) newly formed by Carter's Civil Rights Reform Act of 1978. Carter had assigned Kristine Marcy (nee McConnell, and acquaintance of Hillary Clinton) to organize the SES,and one of her first acts was to apply this federal program to state level and to major cities, violating the Hatch Act, which states federal employees are prohibited from using federal funds to influence local and state elections. Feinstein, Touche & Ross and OPM tried to apply the federal program OPM at and under a city control, seeking to use its to influence in municipal elections.

 

And also this year, Feinstein formed the San Francisco-Shanghai Sister City Committee, and on January 28, 1980, this alliance was formed with Shanghai.

The Revelation is in the context of the Harlot and the False Prophet leading her, the antithesis of the Bride of Christ that doesn't deny Him and His Testimony. The False Prophet is the Dragon's mouth, and his priesthood the Dragon's tail. After ancient Rome faded away (the sixth head of the Dragon), the "Holy Roman Empire" (the seventh head) became the dominating force in the regions called "Christian". It's emperors were crowned and, in some cases, excommunicated, by the False Prophet. The False Prophet waged war against the Saints by sending the kings it crowned and their armies against them. In the latter half or so of the Holy Roman Empire's days, was the Age of Exploration serving to spread the counterfeit "gospel" and "christ" worldwide to every nation and tongue.

 

The Revelation shows how a counterfeit system calling itself "christianity" was to come about. It is about the great apostasy, to which Paul the Apostle referred would come before the Man of Sin was to be revealed. That Man of Sin is the False Prophet.

 

The Holy Roman Empire (its common term) has since also come to its end, but the False Prophet is still among us. In his case, the kings (the ten dynastic families of Europe who provided the 45 kings that sat on the throne of the Holy Roman Empire) threw off the yoke of the False Prophet. However, together they still seek world domination, but gained an additional rival, the Rothschilds, who gained early ground in the banking system of Europe as well as one of the first footings in CHY-NA.
