That's mental illness if you think about it seriously enough. To construct such elaborate narratives and intrigues and let the world teeter on the edge of a new insane WW…. well, is it controlled or has insanity took hold on all sides?
Conflict can't always be controlled. When that machine starts up, it can head off in directions nobody predicted at the 'planning' stage.
Both sides are playing a dangerous game with the world and with us humans who elected many of them into the positions they hold.
