if I were designing a laser system I'd design it so if anyone used it in a crowded place that it wouldn't work.
the ones who designed and destributed whatever was used to blind those officers need to be called in and they need to redesign to allow for (1) when the system is active it outputs, as well, a message to all mobile devices that a dangerous laser has been activated (2) reports a geolocation on where the device is active.
