There is no upper age limit for new hires at NSA or the other fed gov agencies except for the military and law enforcement positions for obvious reasons. The ADEA protects people 40 yo or older (but not younger) from age discrimination. Suggest writing to Trump and share with him what you experienced. He's in a position to fix that problem.
Many people find it difficult to get hired by the agency/department they want usually because there are no openings at the time. One way around this is to apply for any federal government job you can get. After the probation period (1 year) and the minimum time in the job (varies), you can request to move to an advertised open position in the same or another agency/department.
Another way in is to apply for a job with a federal gov contractor. Their salaries are usually much higher. These contractors are crawling all over the place. Just research which ones provide support to your desired agency.
