My guess is it already exists…. At least if there is a nuclear spill no one will care. Pretty safe to do it on the moon. No liquid water or air to contaminate. Plenty easy to make stuff cold too. Also easy to make heat, why not a solar setup? Molten salt? I imagine it has to do with watts to weight ratios getting everything to the moon…
