Why does our Federal gov't feel that people from South Dakota and Wyoming are responsible for sponsoring $1t/yr. for the $600/wk. kicker for residents of states that want to shut down their economies?

If Gov. Puff Ball in California wants to shut down his state, let him float bonds to pay his residents $600/wk. Let Gov Mobster Beggar from NY do the same.
