This is very shallow research, and I am sure there are other IPTO projects. But lets play the matching game.

 

  1. ARPANET is the internet

  2. BICA is some AI system, perhaps censorship AI

  3. Bootstrapped Learning is the IBM Watson AI system set to replace lower and middle management. WATSON could be BICA. The AI is now being trained. Calling it watson after the IBM tech who build the concentration camp cataloging system for hitler is beyond absurd.

  4. LifeLog is facebook

  5. FORESTER could be wifi. Wifi acts like radar and can see through walls. Similar tech is smart meters

  6. VIRAT is this youtube, instagram

  7. Deep Green. No ideas here

  8. Heterogeneous Urban RSTA Team. This must be one of the police state survellience systems

  9. High Productivity Computing Systems. Are these the NSA data collecting centers

 

See the game. DARPA funds IPTO to develop tech for cyberdefense. White papers call for creation of artifical nodes on internet for purpose of centralizing and controling human interaction of the internet and collection of all data. In-Q-Tel finds the front men and uses the zuckerberg types to push the tech onto the public. The public then accepts programs that it would otherwise reject. On the surface, these are different platforms, but indications from Q and Snowden is that underneath they are running the same code.

 

This drop from snowden is huge. Dig on IPTO programs and then try to match IPTO programs with the things we see on the internet.
