When I started reading this I thought,

 

“why would they announce beforehand what they are doing, if they are talking about uncovering modern slavery? The best way to do this if so serious, they do undercover inspections without saying a word. This might be a real or fake out, heads up to the companies engaged in this. The companies would just remove the people held in slavery for a couple of weeks until the coast is clear!”

 

Then they saw in the announcement they were not going to give a running commentary on what they are doing. Of course they don’t have to, they’ve already announced to businesses what they are and will be doing.

 

Then my other thought was, “Maybe there’s a reason for announcing it, such as, it’s been ongoing for a long time, they have teams of people in place observing all locations and the people; and giving the heads, they catch all the bastards in the process, when they try move out the slaves in anticipation of a raid.”

 

I guess that would make more sense than announcing their plans at the start, but what would the downside for law enforcement be to announce it just after it started. I guess they had to scare the companies to do something stupid and get caught. Still doesn’t seem like the most strategic way of taking them down.
