The former Chair of Harvard University’s Chemistry and Chemical Biology Department was charged today in a superseding indictment with tax offenses for failing to report income he received from Wuhan University of Technology (WUT) in Wuhan, China.

Dr. Charles Lieber, 61, was indicted by a federal grand jury in Boston on two counts of making and subscribing a false income tax return and two counts of failing to file reports of foreign bank and financial accounts (FBAR) with the Internal Revenue Service (IRS). In June 2020, Lieber was indicted on two counts of making false statements to federal authorities. Lieber was arrested on Jan. 28, 2020.

The superseding indictment alleges that Lieber served as the Principal Investigator of the Lieber Research Group at Harvard University, which received more than $15 million in federal research grants between 2008 and 2019. Unbeknownst to his employer, Harvard University, Lieber allegedly became a “Strategic Scientist” at WUT and, later, a contractual participant in China’s Thousand Talents Plan from at least 2012 through 2015. China’s Thousand Talents Plan is one of the most prominent Chinese talent recruitment plans designed to attract, recruit and cultivate high-level scientific talent in furtherance of China’s scientific development, economic prosperity and national security.

Under the terms of Lieber’s three-year Thousand Talents contract, WUT allegedly paid Lieber a salary of up to $50,000 per month, living expenses of up to $150,000 and awarded him more than $1.5 million to establish a research lab at WUT. It is alleged that in 2018 and 2019, Lieber lied to federal authorities about his involvement in the Thousand Talents Plan and his affiliation with WUT.

According to the superseding indictment, in tax years 2013 and 2014, Lieber earned income from WUT in the form of salary and other payments made to him pursuant to the Strategic Scientist and Thousand Talents Contracts, which he did not disclose to the IRS on his federal income tax returns. The superseding indictment also alleges that Lieber, together with WUT officials, opened a bank account at a Chinese bank during a trip to Wuhan in 2012. Thereafter, between at least 2013 and 2015, WUT periodically deposited portions of Lieber’s salary into that account. U.S. taxpayers are required to report the existence of any foreign bank account that holds more than $10,000 at any time during a given year by the filing an FBAR with the IRS. Lieber allegedly failed to file FBARs for the years 2014 and 2015.

The charge of making false statements provides for a sentence of up to five years in prison, three years of supervised release and a fine of $250,000. The charge of making and subscribing false income tax returns provides for a sentence of up to three years in prison, one year of supervised release and a $100,000 fine. The charge of failing to file an FBAR provides for a sentence of up to five years in prison, three years of supervised release and a fine of $250,000. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and other statutory factors.

A Michigan elderly patient, who was beaten on more than one occasion by a 20-year-old man who was staying at the same healthcare facility, passed away on Monday after his health reportedly took a turn for the worse after the brutal assaults, according to his nephew.

In mid May, viral videos showing Jaden Hayden from Ypsilanti beat 75-year-old Norman Bledsoe led to the young man’s arrest. Haden was placed in the nursing home after Michigan Governor Gretchen Whitmer apparently adopted a policy similar to the one employed in New York, and began sending COVID-19 positive patients to nursing homes.

The horrific incident garnered tens of thousands of engagements shortly after the news broke with President Trump commenting on the videos, tweetin: “Is this even possible to believe? Can this be for real? Where is this nursing home, how is the victim doing?”

Due to the beatings, Bledsoe suffered four broken fingers, a broken jaw, and broken ribs. The elderly patient’s appetite and mood collapsed after the attacks, according to his nephew, Kevin Bledsoe.

Kevin said that “His eating habits went downhill after [the alleged assault], and he lost quite a bit of weight,” reported The Detroit News.

“We finally were able to see him last week,” Kevin added, referring to coronavirus restrictions. “He wasn’t doing very good. I guess there just wasn’t anything else they could do for him,” he said.

When Hayden was arrested, it was revealed that he had also used Bledsoe’s credit cards. As a result the 20 year old faces “two counts of assault with intent to do great bodily harm, theft, and two counts of credit card theft.”

Hayden is awaiting a hearing on July 30 to determine whether he is mentally fit to stand trial.

Investigators discovered Hayden’s YouTube channel where he allegedly assaulted other people, espoused black supremacist views, and accused female celebrities of being men.

The victim’s family has signaled their intent to sue the Westwood Nursing Center.

Documents declassified on Tuesday detail an intense debate between the CIA and FBI in late 2016 over the handling of information from Christopher Steele, with one CIA official telling the Senate Intelligence Committee that the former British spy’s allegations about Russian collusion in the 2016 election were “very unvetted.”

Despite the CIA’s concerns about Steele’s allegations, the FBI successfully lobbied to include his information in an Intelligence Community Assessment regarding Russian interference in the 2016 presidential election.

The bureau also continued using information from Steele to conduct surveillance against former Trump campaign aide Carter Page.

Investigators have since debunked several of Steele’s allegations.

The newly declassified information is from a Senate Intelligence Committee report released on April 21 that detailed the creation of an ICA released on Jan. 6, 2017.

According to the Senate report, FBI investigators informed CIA analysts on Dec. 20, 2016, that the bureau wanted to include information from Steele in the ICA.

James Comey and Andrew McCabe, the FBI director and deputy director, respectively, negotiated with their counterparts at the CIA and the Office of the Director of National Intelligence to include Steele’s information, saying that it was relevant to the question of Russian interference in the 2016 election.

But CIA officials and analysts told the Senate panel that they had deep reservations about the dossier, according to the declassified materials.

“We would have never included that report in a CIA-only assessment because the source was so indirect. And we made sure we indicated we didn’t use it in our analysis, and if it had been a CIA-only product we wouldn’t have included it at all,” the CIA’s deputy director of analysis told the Senate panel.

Steele’s information wound up being included as a two-page annex to the ICA.

According to the Senate report, an assistant director for an intelligence agency said that while she concurred with parts of the annex dealing with Russia’s election-related efforts, allegations regarding collusion involving members of the Trump campaign were uncorroborated.

“I can tell you that there is no information coming from [redacted] sources that would corroborate any of that,” the official told the Senate panel, adding that Steele’s Trump-related information was “very unvetted.”
