This country's penal infrastructure is grossly inadequate. It is very expensive. It is impossible to handle this problem at that level.
Convicted persons end up with employment problems forever. That is another can of worms.
Similar story with schools. Corrupt elected has for decades (local and state levels) spend tax payer revenue for re-election instead of what the people need.
