I actually don't believe that to be true. The blockchain concept is actually built for this type of application. Due to the chain having a fininte number of spots. Which could be attributed to a voter id / identity anonymously leveraging something like elliptical curve algorithm. Open source it…. Anyone can download and be apart of the chain and maintain the leger. EVERYONE can see their vote and vote totals of other in the levger to actually watch vote count in real time. Verifing the voter identity.
…Jut looking at a challenge. How do we validate our vote is accurately counted if it gets counted at all?
If you have other ideas bring them. The archetecture for blockchain is very comfy.

Here is you hive mind solution for validating identity at voting locations. Vote-by mail would need serialized number that could somehow correlate with the voter's iden number and unique password…authentication mechanism would need to be solid.
I would say no personal phones or computers for actual voting. Mail in has to happen for people who can't. Everyone else votes in person. Shows ID card. Knows their password …votes. Uploaded to the chain. They get a receipt. Later on they can connect to the voteChain put in their code…validate their own vote. see vote totals.
Open source,,,anyone can host the voteChain. Leger is visible.
