If a soul wants to go somewhere it does so in a breeze. No fussy spacetravel required to incarnate in another worlds.
From what I've read the soul seeks to have experiences to develop itself, so it incarnates on a planet to learn lessons. It can also go elsewhere, for example to help where it's needed, like the souls of Anons do. This explains this strong inner urge to help destroy the Cabal.
The trick with Earth is supposedly that it's a place of such mind control that soul forgets it was from elsewhere and keeps reincarnating on earth and being farmed by those nasty demons. Again we are here to fix that for good.
More reasons to properly use and differentiate between "alien" and "extraterrestrial".
