Yeah, that question has been asked alot since that day. Some anons even speculated that it was a plank used to walk the plank (as on ships of old at sea). And many saw symbolism in that and infered such. And maybe was intended to be taken that way. It may be that Barr asked Kerri Kupec to film that exact shot for that purpose and then tweet it to the world for all to see. But, from a functional standpoint, here is my take. They were on a multi-stop tour of rural Alaska that day for purposes of showing the concerns, and shortcomings, of law enforcement in these remote communities. When the C-130 lands it takes extra time and effort to lower the main ramp. I think the plank was used as a time saving measure for the many short hops and stops that day.
