Richard B. Russell was both decommissioned and stricken from the Naval Vessel Register on 24 June 1994. She was stored at Bremerton, Washington, until 1 October 2001, when she entered the Nuclear-Powered Ship and Submarine Recycling Program at Puget Sound Naval Shipyard in Bremerton for scrapping. Her scrapping was completed on 3 January 2003.
Theory: The Cabal takes the opportunity to steal a nuclear submarine from the United States decommissioned naval vessels. The Cabal sets up a "dummy" submarine to be destroyed, but secretly takes the USS Richard B. Russell to a secret Cabal submarine base located at Ketron Island.

Donald Trump begins his Asia Summit to meet with North Korean president Kim Jong-un on June 10th. The Cabal takes the opportunity to attack POTUS flying to Asia by utilizing the USS Richard B. Russell out of Ketron Island. The nuclear sub shoots a missile in an attempt to assassinate Trump and pin blame on Kim Jong-un.

Trump and his military know exactly who attempted this attack on his life and exactly where the attack originated from. They decide to contrive a military operation that would bring as much focus on Ketron Island in the media and allow an unfettered investigation upon that Island. THE PLAN: use created persona (Richard "Bibo" Russell), a seemingly harmless everyday type of guy, to hijack a Q400 Alaskan Airline and remotely crash the airplane (after doing some seemingly impossible stunts) on Ketron Island.
