Executive Director has long history of drug enforcement. The fucked up thing is, it's probably easier in America (and Ohio) to obtain illegal street drugs than it is to get HQC. Mebbe if the drug cartels start distributing it, we'll finally have fucking access to it.
Perhaps this is the contingency plan for if the China meth, Afghanistan heroin and South America cocaine stop flowing into the domestic enforcement revenue stream.
