Maybe off on a limb BUT could also bring new meaning to TRUST KANSAS - Should some event disable the internet, records (government, business, EVIDENCE???) stored in the underground data center wouldn't be lost - it provides a "safe haven" from the elements.

 

Perhaps "evidence" not actually stored in Kansas (can't telegraph a move) but alluding to reassurance that it's safe.
