On behalf of the people of Wisconsin, Lieutenant Governor Mandela Barnes and I hope this email finds you safe and healthy. Today, we would like to provide you with an update on state regulations regarding the COVID-19 pandemic.

 

For the past five months, COVID-19 has plagued our country and our world. We’ve learned that staying safer at home whenever possible, practicing social distancing by maintaining six feet apart, washing your hands often for 20 seconds, and wearing a face mask or covering are the most effective strategies to stop the spread of this virus. A few months ago, Wisconsin was in pretty good shape—the numbers were improving, and we’d made real progress in fighting this virus. Unfortunately, things have changed drastically since then. The tide has turned, and we’ve seen a surge in new cases across our state. Although we’re fighting the same pandemic, we find ourselves in a completely different situation than the one we were in just a few months ago. Our local public health officials have been doing a heck of a job working to keep our communities safe, but as the rise in cases demonstrates, this piecemeal approach is not working. COVID-19 does not respect county or municipal lines, which is why we need statewide face covering participation. Published scientific research has shown that the probability of transmission during exposure between a person infected with COVID-19 to an uninfected person is 17.4% without a face coverings, but only 3.1% if face coverings are worn.

 

That’s why, on July 30, I issued Executive Order #82 and Emergency Order #1, declaring a second public health emergency and issuing a statewide face covering requirement. With this, we have implemented the Centers for Disease Control’s recommendations and have joined 31 states (and still counting) who have recognized the importance and effectiveness of face coverings in preventing the spread of COVID-19.

 

Emergency Order #1 goes into effect on August 1, 2020, and requires folks to wear a face covering whenever they are indoors or in an enclosed space with another person who is not a member of your household. This does not apply to private residences. Face coverings are strongly recommended outdoors or at gatherings at private residences where social distancing isn’t possible.

 

Kids under the age of 5 years old, as well as folks with disabilities and those with medical conditions or other sensory sensitivities that prevent them from safely wearing a face covering are exempt from this order; however, we do still recommend that kids ages 2 through 4 wear a mask where maintaining social distance is impossible. In Wisconsin, we care about our neighbors—it’s what we do. It’s on all of us to look out for one another, and science tells us that wearing a mask is the best way to keep our friends and neighbors safe, to keep our economy moving forward by helping make sure business can stay open and jobs remain available, and to help slow the spread of the virus. It’s time to mask up, folks, and let’s work together to get our state back on track.
