They had orders to clear the streets, but when the numbers exceed 500,000 this becomes physically impossible. There are now 1.3 million or more, clogging all the streets in Central Berlin. Even if the people want to leave, it will take hours for them to walk, or find a seat on the U-bahn or S-bahn to get out of there.

That is the reality of mass protests.

The police at the edges are now blocking people who are bringing in water. If that is effective (there are lots of ways to get around the blockage) and people get thirsty, expect violence as it gets dark.
