4- So bottom line is EO allows the full power of Exec (Potus) to investigate and mitigate, using powerful tools in a proactive fashion, thus not requiring predicate or probable cause of a criminal inquiry, but seems to be able to gather comparable data. (FISA's perhaps). Further it allows mitigation to confront companies and require accomodation and changes to avoid losing their FCC, etal. licenses to operate.
