I think the most secure system besides encryption would be utilizing cross band comms. ie encryption while utilizing two modes of communication you xmit say on uhf freq one way and look for my reply on vhf band both being encoded
the Taliban also like to use hand written via couriers. very secure if the couriers are unknown
