the "sex" is the blackmail to control the system,
the "sex" is one of the reasons for needing to control the system
thats why the missing link tying the two together would be an earth shattering red pill for normies
gov officials allowed or facilitated terrorist actions because of:
A) being degenerates looking to further their activities, or
B) having allowed themselves to become blackmailed over such activities, or
C) knowingly allowed such things to continue for the sake of using it for power
