The balloons are made of polyethylene, about the size of a tennis court, and have 100 watts of solar panels to power their electronics and recharge their batteries for night. Apparently they have some autonomous navigation, able to somewhat control their position by rising or falling to catch wind currents.

 

I do not like this. I do not want it over me.
