You can make an ANFO fuel-air explosion by making a direct hit on a warehouse full of sodium nitrate. Then a few seconds later, when the cloud of sodium nitrate dust is well mixed with air in a cloud, blow up one or more diesel fuel tanks, possibly tanker truck loads. The diesel fuel vapor will mix with the sodium nitrate cloud and cause a secondary fuel-air explosion of the type that a MOAB causes.

Many believe that this is what was used in the Oklahoma city bombing, although in that case it may have been accidental because the barrels of explosive were not all triggered by the same timer. One timer was delayed a few seconds causing the secondary fuel air explosion.
