The two of you are wrong. Trump's EO did not recall Mueller back to active duty. The military is having problems with pilot retention, so they plan to use pilot retirees to help fill the holes.
The only military who carry a life-time obligation are those of us who are retired receiving a pension. Mueller's commitment was up way back in the 1960s. There's nothing special about Marines on this.
