Like many other Anons, I think that Gen Flynn is behind the Q project which is why most in people in Q are military.

I think they saw the success of Cicada 3301 in recruiting civilian deep cover agents, and wanted to do this on a larger scale with different goals, and that is where the Q project comes from.
