I've asked this before and never gotten an answer in regards to the three hop rule. In the instance of Carter Page- if he had contacts with say the fundraising point of contact person at the Trump campaign- could they have not theoretically surveilled a HUGE number of regular Americans that would have been on campaign fundraising mailing lists, etc on that third hop?
