From 0:02-0:08 you can see the 'fireworks' (ie, munitions) exploding precisely where the bags of nitrogen fertilizer are supposed to be.
The bags were there to hide the munitions from anyone looking, and to destroy any evidence of munitions in case the building was targeted.
