No country (or organization) is going to waste nuclear material for a munitions shed in Lebanon. A conventional bomb? Sure. Just watch a nuclear blast and see how bright it is. All Beirut shows is a vaporization dome and a mushroom cloud, easily accomplishable with conventional explosives. And no double flash.
