I know it's "the official" story.
But the Romans just took over the much larger complex, which was likely in ruin after yet another great catastrophe.
The clue is that the largest blocks are always at the foundation. Anything the Romans did was significantly smaller in size. Some of the blocks they used may or may not have been fashioned from existing rubble from much larger blocks of stone.
These megaliths were likely put in place during a time when the Earth's "gravity" was significantly less than that which we experience today. Other clues can be observed in the "mega fauna" available in the fossil record. Just like the 1,000+ ton blocks, they animals were of "impossible" size.
Anyway, less "gravity" would mean that if there were humans alive, they, too, would have been much larger. And the blocks, themselves, would have been much "lighter" and easier to work with. Additional clues can be seen around the world, in places much further than Romans ever reached. These sites also have the largest blocks typically found as foundation stones, typically with salvaged work of much smaller size, amidst destruction that suggests a catastrophic event much moar powerful than any known weaponry could have ever possibly possessed
