In an escalation of its war on Washington, Portland, Ore. officials have slapped a huge fine on the federal government for erecting a fence around the Mark O. Hatfield U.S. Courthouse that helped protect federal officers from Molotov cocktail throwing protesters.

The complaint: the fence, seen in videos being rocked nightly by violent Black Lives Matter protesters, blocks bike lanes.

In a three-page bill to the General Services Administration, which oversees the building, Chris Warner, the director of the Portland Bureau of Transportation, said the Department of Homeland Security built the fence on city property without first getting permits.

As a result, it is fining Washington $48,000 a day $500 every 15 minutes bringing the total so far to about $672,000.

As set forth in the complaint, on July 13, 2020, Trapp participated in a demonstration outside the Brooklyn Criminal Court building in downtown Brooklyn that was objecting to the arrests of individuals who had earlier confronted pro-law enforcement demonstrators in Bay Ridge, Brooklyn. As the demonstration was winding down, Trapp spoke with an individual who was a confidential source for the NYPD (the “CS”) and he stated that he wanted to harm police officers and their supporters. Trapp also stated that he wanted to cut the brake lines on police cars. On July 17, 2020, after Trapp and the CS communicated via telephone calls and text messages, the CS drove to Trapp’s home and picked him up in the CS’s vehicle, where Trapp showed the CS his backpack, which contained, among other things, a scissor-like tool. At approximately 4:00 p.m. on July 17, 2020, Trapp and the CS approached a marked NYPD van parked near Fourth Avenue and 42nd Street in Sunset Park. Trapp crawled under the van and reached for something near one of the vehicle’s wheel wells while the CS stood nearby acting as a purported “lookout.” Trapp then crawled out from under the van and left the area with the CS. Both the CS and NYPD officers conducting surveillance recorded this incident on video. An inspection of the NYPD van revealed that a line for a wheel speed sensor had been partially severed. An NYPD automobile mechanic informed the FBI that the partially severed line is part of the NYPD Van’s anti-lock braking system, which is similar in appearance to, and in the same location as, the NYPD vehicle’s main brake line. A malfunctioning anti-lock braking system would adversely impact a driver’s ability to stop and maintain control of the van in an emergency.

Acting Homeland Security Secretary Chad Wolf said Thursday that a number of organizers of the riots in Portland are under investigation, and he expects arrests and charges to follow.

 

While dozens of people have been charged already with arson, resisting police and other specific instances of violence, Mr. Wolf said the riots appear to have been at least loosely organized, and he said those folks are still being probed.

 

“You’re going to see a lot more activity coming out of the Department of Justice in charging them,” Mr. Wolf told the Senate Homeland Security Committee.

 

He said they see “anywhere from anarchists to Antifa and others” involved, and said they are coordinating in Portland.

 

But Mr. Wolf said there is no intelligence to suggest they are coordinating across cities in some broader destabilizing effort.

Republicans in at least four states, including a crucial swing state, appear to be helping music superstar Kanye West gain ballot access for November's election, actions that raise new questions about the hip-hop star's presidential bid.

West's bid has been marred by missed deadlines and faulty filings that have frustrated his efforts to make the ballot in enough states to actually win the presidential election.

But people connected to Republican politics have worked to get him on the ballot in states like Missouri, Arkansas and Illinois, NBC News reported. And his fledgling campaign did successfully submit paperwork Tuesday aimed at getting on the ballot in Wisconsin, a pivotal battleground state President Donald Trump won by about 23,000 votes in 2016, seemingly with Republican help.

"It's hard not to feel like Republican operatives are using a mentally ill, very famous rapper who is not going to be president because they think for some reason that it's going to take Black votes away from Joe Biden," said Jesse Lehrich, a Democratic strategist who worked for Hillary Clinton's campaign in 2016. "To the extent that people are using him for their own political gain, it's pretty gross and I hope he gets whatever help he needs."

Who knew Wisconsin Republicans were such big fans of Kanye West?

The rapper's campaign turned in a number of signatures on Tuesday in a bid to get on the November presidential ballot in Wisconsin. He is making similar attempts in Ohio, Arkansas and West Virginia.

Reid Magney, spokesman for the state Elections Commission, said it could be several days before officials confirm that West has enough valid signatures to appear on the ballot as an independent candidate representing the Birthday Party.

It was a pretty impressive feat that West's campaign was able to submit as many signatures as it did by Tuesday's 5 p.m. deadline. His campaign filed a statement of candidacy with the Federal Elections Commission only 2 1/2 weeks ago.

But it certainly helped that the billionaire rapper got support from a handful of Republicans in Wisconsin.

 

First, West's nominating petitions were dropped off with state regulators by Lane Ruhland, former general counsel for the state GOP. More importantly, she is currently representing Trump's re-election campaign in a federal lawsuit against a Rhinelander TV station.

"It appears that Kanye West made a smart decision by hiring an experienced election attorney," said state GOP spokeswoman Alesha Guenther. "We welcome Kanye West and all other candidates who qualified for ballot access to the race."

 

Ruhland's ties to West's campaign elicited sharp criticism from Melissa Baldauff, Democratic Gov. Tony Evers' former spokeswoman. In a tweet, Baldauff noted state Republicans ran several fake GOP candidates during the recall elections nearly a decade ago.

The effort to get Kanye West on the ballot as a third-party candidate in several states is increasingly looking like an operation run by President Trump’s allies and Republican activists that is aimed at diverting votes from Joseph R. Biden Jr.

 

The move, which comes as Mr. West’s wife, Kim Kardashian West, has said her husband is struggling with mental illness, underscores that this will be an unusual, and unusually bare-knuckled, presidential election.

 

Tim Murtaugh, a Trump campaign spokesman, said there was no legal conflict with a Trump campaign lawyer’s involvement in the West operation. “We have no knowledge of anything Kanye West is doing or who is doing it for him,” Mr. Murtaugh said.

 

Several other people active in the party are connected to Mr. West’s candidacy. One operative, Mark Jacoby, is an executive at a company called Let the Voters Decide, which has been collecting signatures for the West campaign in Ohio, West Virginia and Arkansas.
