Does SecDef fly on this plane or another B742?
All planes (almost) use ADSB, Military use that and MLAT. It's a two-way system to share you aircraft's position with others and you can see theirs on display. It'll eventually replace air traffic radar.
Even AF1 uses it in friendly areas to avoid airspace violations with other aircraft.
I can normally also see AF1 tracking, I can't. I assume POTUS is already back in DC, unless they did a switcharoo.
I'm not sure if this is the same plane SecDef flies on. I think it may be.
Those are just plot points for that aircraft.
There are no other military aircraft in the area.

That's not unusual, the plane wasn't making those maneuvers, it's just the tracking data. It's all collected by people with antenna's.
Generally yes. The airport has a receiver but Andrews obviously won't be sharing that with the internet. If someone lived closer they could share and add to the data collective.
