If POTUS has indeed sheltered away from DC, I would suspect that the entire family is hard to find at the moment.

China is the "Middle Kingdom" Xi is its head and thus the "middleman". Returning the manufacture of pharmaceuticals to the US cuts out the middleman.

There certainly is plenty of room for other interpretations, but this one seems reasonable.
