I would go further and just ban all ships that take on loads in countries that are shipping Ammonium Nitrate. Force the issue. When the USA is self reliant, we will be able to end these stupid practices.

For that matter, I would like to see some serious studies on all the different ways of increasing soil nitrogen content to increase crop yield. If Ammonium Nitrate is an inferior way of doing it there is some indication that urea is better then lets ban the import of AN and the manufacture outside of military facilities.
