California has a special exemption from reporting human trafficking crimes to the FBI statistics under the Uniform Crime Reporting laws. The have an * by the state that says they report to the Bureau of indian affairs. Despite trying, i cannot figure out how this came to occur or how it works. The UCR has strange rules about categorizing arrests by the most serious type and but trafficking is part of "other" . I think they are burying all of the arrests and criminal cases by giving jurisdiction to an indian tribe(there are about 100 in california). It gets opaque very quickly.

The indian reservations do not report race(everyone else does). This is a weird special rule, the only purpose I can imagine is so that someone doesn't ask why there are 1000 non indian sex/trafficking crimes getting reported on the reservation
