The fix is 'in' in the Health Care Industry and everybody is riding the train, including Doctors / Nurses.
POTUS is telling us that whatever was parked in/under the arms depot was owned/operated/maintained by France and had something to do with China/Russia/Iran.

Doctors get bonuses, cars, paid vacations to the Bahamas, dinners, escorts for prescribing drugs. I've personally known drug reps and the pipeline for payoffs is HUGE.
Doctors today have few if any morals. The divorce rate is only eclipsed by Air Traffic Controllers. Middlemen.
