ports are sovereign to a degree and outside the jurisdiction of the local nations. DS/Cabal uses union control- longshoreman, port authority and international maritime law to run shadow gov/organized crime from ports, that woud include their armories and likey drug processing, and other things. They have far greater control and immunity/protection operating out of sovereign ports after DS/Cabal is the shadow gov of the world, so what better place to run their gov than under jurisdiction of internationl/maritime/admiraity law?
