Bakers do act as gatekeepers to some extent but gatekeeping function is rather like govt function - best when minimally exercised.

Well, that's pretty much what FJ did when he took over the board last year - abolished notables in bred and made them anon-only. Kinda like a French Revolution sorta move, didn't work out too well.
The alternative imo is for more anons to become note collectors and bakers, coz it forces you to exercise discernment - to check for dates, accuracy, redundancy, well-reasoned arguments, etc. ("forced" in that if baker doesn't do a decent job, anons call him out).
should add one moar thing: anons can also just watch the bred, nom notes, and check em too. Lots of ways for anons and bakers to work together to make each bred (and its notes) as high-quality as it can be.
yeah, i'm thinking of 'gatekeeping' in a neutral sense, understand what you're getting at tho. It's always a balancing act.
