1st thing that jumps out is the 07949, looks like a mobile number. Did make me think of Mifsud and his UK simcards - but that was apparently tied to an O2 sim and the 07949 numbers are tied to EE since Feb 2000.

Mifsud was in London in May 2014 (https://rusemb.org.uk/press/1827). So abit outside our time window. But as per previous bread there was PapaD/Mifsud tie up at the the London Centre of International Law Practice, which isn't a million miles from where we have been looking. That was 2016 though.

It could also just be a UUID .. other london pics have used them i.e. Q# 1720/21

London Bridge stuck open

Tower Bridge was stuck open for more than an hour, leaving hundreds of people and vehicles stranded in central London.

The famous crossing failed to close after allowing a ship to pass along the River Thames on Saturday afternoon.

Pictures show queues of motorists and pedestrians forming on both sides.

City of London Police said engineers rushed to fix the bridge. It has reopened to pedestrians but motorists have been urged to find another route.

A witness said they overheard talk of "multiple failures" on security radios.
