God controls Satan ultimately, but it was Adam who sold the dominion of the earth to the Serpent (Satan). God had given Adam the dominion over the earth. Adam ceded that dominion to Satan, but the ultimate Sovereign never lost control.
Besides all that, Jesus knew He was the Heir of all things, so Satan had no standing to "offer" anything to Him regardless.
The Papacy has claimed to have sovereignty over all kings and nations of the earth as "god" on earth. It has yet to rescind this claim. Of course, it can't because of muh "infallibility".

However, on point 1, the events of the Revelation were in the future of JOHN, and they were to begin "quickly", meaning the events of the Revelation since then has been coming to pass throughout the history that has been unfolding.
So Christ was just kidding when He said, If possible, even the Elect would be deceived? And how about Paul the Apostle talking about a "great falling away" in 2 Thes. 2? How about Christ Jesus talking about those who will claim to have eaten with Him and saying He taught in their streets, yet of whom He will be saying, Go away, I never knew you? How about when He said, Many will say, Lord, Lord, but again, He will say, Away, I never knew you? (Implying bastard children and not heirs of Righteousness, false brethren, etc.)
That's because the Papacy uses the Name to pretend they represent Him. That's what "antichrist" means: "anti" in Greek is another, as one who is representing the one sending them, and is therefore, in place of him.
Yet Christ warned of this very thing, that men will come in His Name, saying, Look! Christ! But He commanded never to follow such.
