Possible Dog comms? Coded "VERY GOOD BOY"

From our of nowhere, this article originally dated July 18, 2017…just now started appearing in my Firefox pocket suggested feed. Ears went up on the obvious dog comms, and the multiple instances of "17" appearing in the story.
