That's not at all what End Times prophesy describes. It describes someone (probably from Israel) coming to power via guile, taking over the wold through military conquest, declaring himself to be god, and then him and his armies getting thier asses kicked by a returning Christ.
The beginning of his military career involves conquering cities around Israel and eventually Jerusalem itself. He'll be from Israel or the immediate area (which will all likely BE Israel by that point).
